Brussels opens an infringement case against Spain over untransposed energy-sharing rules

The European Commission has opened an infringement procedure against Spain and seventeen other member states for failing to notify complete transposition of Directive (EU) 2024/1711, whose new article 15a gives households, SMEs and public bodies the right to share renewable electricity from their own generation or from storage. The notification deadline was 17 July 2026. Brussels has sent a letter of formal notice and allows two months to reply and complete transposition; it may then issue a reasoned opinion and ultimately refer the case to the EU Court of Justice.
