Snap 29 November election leaves grid planning and the capacity market in limbo
Bringing the general election forward to 29 November leaves much of the energy regulation in progress without a timetable, according to El Periódico de la Energía: the 2025-2030 electricity planning, which needs a CNMC report and passage through Congress; the capacity market, still missing its operating procedure and the first auction that battery projects were waiting for; and the data-centre sustainability royal decree, with more than 10,500 submissions to review and CNMC and Council of State reports pending. The biomethane royal decree and the draft amending royal decrees 1955/2000 and 1434/2002 on access, connection and authorisation of electricity and gas infrastructure would also fall to the next government.
