Flexible access takes effect: new demand can connect where there is no firm capacity

The CNMC's new framework of flexible access permits for demand is now in force: network capacity is managed dynamically and new demand can connect at nodes with no firm capacity available, under conditions that preserve system security and reliability. For anyone developing data centres, electrolysis or storage this changes the standing answer: a saturated node stops being an automatic no and becomes a connection with conditions attached.
