Fixed setpoints added to RD 413/2014 so more renewables can control grid voltage

Article 9 of Real Decreto-ley 25/2026 amends Real Decreto 413/2014 to add the fixed setpoint, for voltage or for reactive power, as a tool for managing voltage and reactive power: renewable installations with the technical capability will be able to follow a fixed setpoint set by the network operator, and distributors will be able to call on them. According to El Periodico de la Energia, UNEF describes it as far simpler to implement than real-time setpoints, using capabilities much of the equipment already has, and it reduces the need to fall back on fossil plants for this function.
