Manlleu rezones land beside its composting plant to allow biogas production

The strategic environmental report on amendment no. 1 of Manlleu's municipal planning scheme concludes that the change need not undergo full strategic environmental assessment. The amendment zones 41,517.84 m² of non-developable land at the Pla d'Espadamala site, adjoining Fervosa's composting plant, as a technical and environmental services system (ST2), and adjusts article 161 of the planning rules so that waste-management installations producing renewable gas may exceed the 7.50 m height limit, subject to landscape-integration criteria and minimum setbacks. It is the planning step that has to come before any biogas plant on that site.
