Who pays for biomethane's grid: in Spain the connection cost falls on the producer

A Regulatory Assistance Project report examines how European countries allocate the cost of connecting biomethane plants to the gas grid and places Spain among those charging it to the producer, alongside Denmark, Finland, Poland and Portugal, as against Austria, France and Italy, which share it with the network operator. Gas quality control, odorisation and metering equipment costs between 200,000 and 1.8 million euros per injection point, on top of compression or pressure control and the spur to the grid. Spain also charges the producer for reinforcements and reverse-flow costs, and the report warns a biomethane connection can block the decommissioning of network sections that electrification would leave idle.
