Red Electrica attributes the cost of technical restrictions to volume and offered price

Red Electrica has argued, as reported by pv magazine Espana, that technical restrictions keep the system secure at the lowest cost and that the cost is not set by the operator but by the volume of energy needed to resolve them and the price offered by those who cover them. Technical restrictions are the usual cause of renewable output being cut back, so how they are measured and paid for feeds straight into a plant's expected revenue and a site's curtailment risk.
