The project spans three municipalities in the south-west of the region. This is the window in which a third party can examine the evacuation route and file objections before the procedure moves on.

Prior authorisation is the permit that recognises a project's viability and opens the way to the construction authorisation.

The simplified route ends in an environmental impact report deciding whether the project must move to a full assessment — for a storage developer, the milestone that determines whether the permitting timetable stretches out.
Asturias has published the notice addressed to unknown interested parties in the ordinary environmental impact assessment procedure for the PE-266 Prao Roque wind farm, in the councils of Boal, Illano and Villayón (file IA-IA-0114/2026). The ordinary route is the more demanding of the two under Law 21/2013: it requires a full environmental impact study and a public-consultation stage, unlike the simplified route most smaller projects follow.
Seville's territorial delegation for industry, energy and mining has granted prior administrative authorisation and construction authorisation to the solar plant «PSFV Carmona Energy», on plot 12, parcels 175, 178, 180 and 417 in the municipality of Carmona. The applicant is Benbros PV9, SLU. The plant totals 5.906 MWp of modules and 5 MW of installed capacity, with 5 MW of maximum export at 15 kV and a connection point at E-distribución's SE Viso 15 kV substation.
Miranda de Ebro town council has published a corrigendum to the public-consultation notice for the application for exceptional rural-land use and environmental licence to build two solar parks on polygons 15, 16 and 17 of the municipality, files 2025/3197H and 2026/6997H. It is worth reading the corrected notice before relying on the dates and details of the original.
Seville's territorial delegation for industry, energy and mining has granted the amendment of the prior and construction authorisations, and the specific declaration of public utility, for the 30 kV overhead-and-underground line segregated from the HSF Bajo Guadalquivir II installation to evacuate the HSF Bajo Guadalquivir and HSF Bajo Guadalquivir II solar plants, running through the municipality of Dos Hermanas. The applicant is ES Planta Solar 2, SL (file 296.494). Both lines, previously 66 kV, become 30 kV and link each plant to the Nudo Quintos collector substation, which exports to Red Eléctrica's SE Quintos 220 kV node under a separate file.
The Balearic ministry for enterprise, self-employment and energy has opened the public-consultation step on the administrative authorisation and public-utility recognition — for the purposes of the declaration of general interest, under simplified environmental processing — of the RE006/20HIB solar park project for hybridisation and peak-capacity expansion, on plot 4, parcel 152, in the municipality of Inca. The applicant is Energia Son Bordils, SLU. Objections may be filed within thirty days from the day after publication, and the file is available on the regional energy directorate's website.
Seville's territorial delegation for sustainability and environment has granted the simplified unified environmental authorisation to the «Cerro Gordo» solar park, with battery storage and its evacuation infrastructure, in the municipality of Carmona. The developer is Sustainable PV1, SL (file AAUS/SE/081/2025/N). It is the second file from this developer published in the same BOJA issue, alongside the Adelfas and El Soldado plants — a solar-plus-storage portfolio concentrated in eastern Seville.
Seville's territorial delegation for sustainability and environment has granted the simplified unified environmental authorisation to the «PSFV Adelfas 1» (5.77 MWp / 5 MWn), «PSFV Adelfas 2» (5.61 MWp / 5 MWn), «PSFV Adelfas 3» (5.72 MWp / 5 MWn) and «PSFV El Soldado» (5.81 MWp / 5 MWn) plants, with battery storage and a shared 15 kV underground evacuation line, in Carmona and El Viso del Alcor. The developer is Sustainable PV1, SL (file AAUS/SE/112/2025/N). The design is the part worth noting: four 5 MWn plants sharing a single medium-voltage exit.

The Cádiz territorial delegation for sustainability and environment has published the binding reports of the unified environmental authorisation (AAU) for the «PSFV Cartuja 1», «PSFV Cartuja 2» and «PSFV Cartuja 3» solar plants, 36 MW each, in Jerez de la Frontera, developed by Jinko Greenfield Spain 6, 7 and 8, SL (files AAU/CA/013/24, AAU/CA/010/24 and AAU/CA/012/24). The Cartuja 1 file also covers a 220/30 kV collector substation and a 220 kV overhead line from it to the LAAT Fénix 220 kV. All three reports are dated 16 July 2026; their full text is on the regional ministry's website.
Aragón's environmental agency (INAGA) has issued the environmental impact statement for a 28 MW wind farm phase 4B with its evacuation infrastructure, together with a 15 MW battery storage installation with surplus export, connected to the internal medium-voltage network for hybridisation, in the municipalities of Figueruelas and Pedrola (Zaragoza). The developer is Stellantis España, SL, and the industry file sits with the Zaragoza provincial office (reference G-Z-2026-012). The internal connection is what sets it apart: generation and batteries attach to the industrial plant's own network rather than to a transmission node.
Navarra's director general for business development and infrastructure has accepted the withdrawal of the application for prior and construction authorisation of the «Hibridación PV Corral del Molino I» solar plant, 2.806 MW installed, in the municipality of Corella (Navarra), file 1170-2-CE. This is the developer's own withdrawal rather than a refusal, and the practical result for anyone tracking the area is one fewer project in the pipeline at Corella.
Aragón has warned that the lack of electricity grid access could stall new investment in the region. According to El Periódico de la Energía, Aragón generated more than 22,000 GWh last year, 8.2% of Spanish electricity generation, while its GDP and population are around 3% of the national total. For a developer it is a signal about access pressure at Aragonese nodes, where renewables, storage and data centres are competing at once.
El Periódico de la Energía and pv magazine España report that Spain's ecological transition ministry is preparing a new aid line to strengthen domestic manufacturing of renewable technologies. Both pieces describe a scheme in preparation. The relevance for a developer is supply chain: support for domestic production of modules, batteries and components bears on the availability, lead time and origin of the equipment projects are built with.
Cantabria's regional planning and environment department has issued the environmental impact report for file EIA-SIMP.020.2025, corresponding to an energy storage installation project. The file runs through the simplified environmental assessment route; with the report issued, the project can move on towards its administrative authorisation.
Spanish fund manager Qualitas Energy has signed a definitive agreement to acquire Macquarie Group's European platform Cero Generation, which develops, builds and operates solar and battery storage projects. The portfolio totals 5.8 GW across the United Kingdom, Italy and Spain — more than 2 GW operating, under construction or ready-to-build, plus 3.8 GW in development — and includes the teams and offices in London, Milan and Madrid. The deal is made through the Qualitas Energy VI fund and, according to the company, will close in the coming months subject to conditions.
Castilla y León's regional ministry for environment and energy has opened the public-consultation step on the application for prior administrative authorisation and construction authorisation of the solar generation plant «El Palomar», at Matalbaniega, in the municipality of Aguilar de Campoo (file FV-1771). This is the stage at which affected landowners and third parties can inspect the project and file objections before the authorisation is decided.
Extremadura's industry, energy and mining directorate has granted Data Riocaya, SLU prior administrative authorisation for the «consumption electrical infrastructure of the Nostrum Evergreen Data Center (DC Badajoz)», in the municipality of Badajoz (file 06/AT-2025/26906). El Periódico de la Energía adds that the installations already held the public-utility declaration. This is a data centre's grid connection in Extremadura: new demand on the same network the province's renewable projects evacuate into.
The BOE publishes, through a 25 August 2026 resolution of the Secretariat of State for Energy, the Council of Ministers agreement of 28 July declaring as strategic energy installations those renewable generation and energy storage projects awarded evacuation access capacity under the just-transition node procedures set out in the twenty-second additional provision of Electricity Sector Act 24/2013. It matters to any developer holding or chasing capacity at those nodes: the published agreement sets out the scope of the declaration.
